1. Do the defrag based on an index. The index should be based on your x37 abends. 2. Get your CIO's permission to reduce (or experiment with) the 'head room'. Get it in writing, because it will hurt. 3. Or get the CIO's written definition of what is not wasteful. And, track what happens. 4.
