We don't. When formatting LCU's with mainly 3390-27 and 3390-09, there
will be space left to format a couple of 3390-01's for ICFcats.

There used to be (warnings of) problems when mixing ICF catalogs and
VSAM dataset on the same volumes. 
IIRC there was a possibility of a deadly embrace when clusters from one
ICF catalog existed on the volume of the other ICF catalog and clusters
of the second ICF catalog existed on the volume of the first ICF
catalog.
