Is this a new switch? If so, make sure you have the default zone enabled for the fabric. Default zone allows all WWPNs that are not defined to a zone to go into a default zone. I had an issue recently setting up a brocade switch. Nothing would connect until I zoned it or enabled the default zone. There are a few bugs in the software that seem to prevent you from enabling the default zone, but eventually, we got it to work.
