Leave it to Ed to ask the "tough" (good) question :-) The answer is: you get return code 0 (which isn't surprising; it did find it). What's missing is returning as an attribute that this is the situation. Contrast that with CSVINFO where you'd find the MODI_NOT_IN_CORE bit on. This corresponds to the CDNIC bit in IHACDEwhich will be on (as it would be on in various other scenarios where the module load did not complete, though admittedly most or even all of those pertain to loads that are truly 'in process', not 'failed').
