I got some help on the z/Linux forum from some messages which have the same problem that you are having. Turns out that there is a vsftpd configuration parameter in /etc/vsftdp/vsftpd.conf . You need to have the two parameters ascii_upload_enable=YES ascii_download_enable=YES set on in that file.
