parts of the company had a really, really hard time adapting to the
23jun69 unbundling announcement and starting to charge for application
software ... misc. past posts mentiong 23jun69 unbundling announcement

including each organization's expense/run-rate had to be covered by
their products' income. some organizations ... like the one that ISPF
was part of .... continued to have ongoing problems dealing with the
situation for a very long time.
