I would check your SYS1.PARMLIB(IGDDFPKG). This should indicate which level of SMS you are using.

I think the reason for IBM charging separately for DFSMSDSS is that long ago FDR came out with their backup product, so IBM had to charge for DFSMSDSS. The same thing happened with SYNCSORT and IBM Sort.
