Suggest you separate the backups into daily and monthly jobs with separate output dataset names with separate Management classes. You might use GDGs with Limit 45 and 24 for the daily and Monthly backups respectively.
I'm not aware of any way to treat one generation of HSM backup differently from the next generation of the same name.
