You certainly cannot setup STP over your existing CTC connections but if you 
meet all the hardware and software requisites I think you should be able to 
install Timing-only links.  Take a look at the STP page and the two excellent 
Redbooks especially the Planning Guide.  Of course if you are going to purchase 
and install the coupling links, the STP feature on each processor, and you 
already run a basic Sysplex why not convert to running with an ICF partition 
and make it a Parallel Sysplex?  There would be some nice benefits including 
the ability to use GRS STAR mode.   IBM should be able to give you definitive 
answers and planning assistance but that is how I read it.

STP is available as a feature on z9 EC, z9 BC, z990, and z890 servers, and is 
supported by z/OS and z/OS.e V1.7 and above.  <z10 too> 

Even though the planned availability version of z/OS and z/OS.e V1.7 and V1.8 
have function to support STP, additional software maintenance is required. 
Maintenance being installed on the z/OS and z/OS.e system image can be done 
using the "rolling IPL" process, which allows you to avoid a sysplex-wide 
outage. The "rolling IPL" process allows coexistence of the following system 
images:

z/OS and z/OS.e V1.7 or above with the maintenance 
z/OS and z/OS.e V1.7 or above without the maintenance 
z/OS and z/OS.e V1.4 through z/OS and z/OS.e V1.6 

Software support for Timing-only links
Timing-only links are Coupling links that allow two servers to be synchronized 
using STP messages, when a CF does not exist at either end of the Coupling 
link. If Timing-only links are required for the configuration, then PTFs are 
also needed.

We are working on replacing out sysplex time with STP.

We currently have two machines connected is a BASIC sysplex using CTC's.

I spoke to someone at IBM, and he said that he remembered that in order to use 
STP, a coupling facility is required.
