I would have guessed from the IKJ56864I that SMPLTS was RACF protected,
and that the programmer was running SMP/E from a user ID not authorized
to access SMPLTS.  In that case, I would have expected SMP/E to perform
SAF checking to assure that a user not properly authorized does not
access SMPLTS.  Where is the flaw in my reasoning?

Oops; I remember.  BTDT.  It's the WAIT problem.  When necessary, I've
dealt with this by removing the WAIT operand.

It's a major discourtesy that IKJ56864I doesn't provide better information
concerning the "FUNCTION SPECIFIED".
