Fundamentally is should be possible, I think. However, usually SQA is small and very crucial, CSA is large and less crucial. So it makes sense to save a system by letting SQA flow into CSA, but you won't probably save a system by letting an unexpectedly filled large CSA flow into the small free SQA space. Probably that's why it was never implemented.
