I read the announcement snippet kindly posted by Marian, but I did not
see a 'requirement'.

That is, z/os 1.7 could be expected to run just fine, just not be able
to exploit some z/10 features.

Can we get some clarification? We are very dependent on some hardware,
specifically ICF.

Thanks

According to the z10 BC announcement you have to install something
called the IBM Lifecycle Extension for z/OS V1.7 (5637-A01) in order to
run z/OS 1.7 in a z10 BC.

This is a charged feature.
