In the current implementation, which could change at any point including
via APAR, since the IEASYMBM service runs in user state and key, the
symbols are in non-fetch protected storage. They happen to be in key 0.
They happen to be in common storage. Since they're created before CSA is
available, they are in SQA. They happen to be in subpool 245. None of this
should be of relevance and none of this is to be considered a programming
interface. You must not change anything, and you are expected to use the
system service to utilize them.

This is not correct. System symbolics are not in the IPA. They are located
via field ECVTSYMT. In the IPA you can locate the specificatio of which
parmlib members were used to build the system symbol table during IPL.
