Creating a master catalog is no different from creating a user catalog.

While the example has "DEFINE MASTERCATALOG", IDCAMS treats this the same as
if "DEFINE USERCATALOG" was coded.

The thing that makes a catalog a "master catalog" is being named in
SYS1.NUCLEUS or SYS1.PARMLIB as the master catalog.

It also helps that the catalog assigned the chore of "master catalog" has
the right contents otherwise the IPL won't get too far!

Regarding the individual keywords, consider making the secondary allocation
larger but this is more an aesthetic change than a performance change. There
may also be some opinions on control interval sizes.
