Thanks to all who helped me out.  I saved the file as .txt file and it worked.

I have encountered this condition and was unable to get it resolved (didn't
invest much time - had a circumvention).  So, I end up suggesting WORDPAD to
open the file, then save it, and after than NotePad works fine.  Sorry I
don't have a solution for you, and clearly my circumvention has a somewhat
limited audience.
