Well, "installation" and "maintenance" per se aren't that difficult.... It's deciphering all the interdependencies among components, tools, applications, etc. that make installation and maintenance "fun". And inevitably resolving many of those interdependencies requires "institutional knowledge", and usually that kind of knowledge can't be hired from outside; it must be learned from within.
