I believe that's System Engineering Change, John.  Recollection from my
days writing HW pubs, including the cited Purpose & Description.  And
confirmed
in the following glossary entry in the Enterprise System/9000 Operator
Guide:

SEC. (1) Single-bit error correction. (2) System engineering change
