IIRC, a status of USER is typically caused by a JES2 hold ($HJ) command, and 
can be reversed by a JES2 release command ($AJ).

I have print sitting in output Q...NON held... will not print... noticed 
this print (per SDSF) has the STATUS field(in SDSF) set to USER...
any ideas on how to change field...
