It's called the "zSeries API". The books are available from ResourceLink. LPAR weight adjustment is easily done using this interface. You'll have to get comfortable with SNMP and MIBs.

You can also enable WLM LPAR Weight Management and let WLM adjust LPAR weights automatically based on real-time sampling. It's slow to react, but it eventually seems to do the right thing.
