I like the idea about having an SMF record to go back and see who
did what to whom, but it might put more stress on a busy PDS/PDSE

The size issue of generating these extra records can be handled by
having a Global SMF Setting to suppress generation as well as using
the IEFU83 exit to suppress the record (thus allowing for granularity
in generation [ex: Only monitor designated Datasets]). Remember that
the MAN dataset will just fill up faster if not made larger but this
just increased the rate of Swapping and dumping (so it is only an
issue if you do not dump fast enough to always have an available MAN
dataset to use).
If I were designing the code, I'd go with the suppression setting so
that the code to collect the info can be bypassed and if requested
the IEFU83 exit can then fine tune the selection of records that get
written.
