We cap a CICS region by job name. Our regions are not STC's.

What do you mean that you failed?
Our production CICS region has response time goals and we do not assign
any resource groups, but it does appear from the panels that it is
possible to do so.

I try to cap some CICS resources by using WLM resource group but
failed. Since CICS worload cannot be capped by resource group. Only
JES2 workload can be capped by resource group. However, we can't use
the CICS applid or subsystem group to classify those CICS resource.
