Up :-) Seriously, this is not a technical issue. Ask your management to assign a relative importance to each LPAR. Give them a budget of 100 percent, and have them slice it up any way they want.
It is of no importance if the answers don't add up to 100. The numbers you enter will be normalized and weights assigned accordingly.
