No there is not. Like most standards, you need to reach an agreement. Years ago, we had the same issue with SMF User records (numbers greater than 127). Somebody finally decided to create a mini-consortium to agree that certain products would always use the same numbers, so they were reserved. But, that took a long time. So did IBM's assignment of product prefixes to ISV's, such as K for Candle (now part of Tivoli).
