At the 1.9 level the TN3270 server is a requirement, not optional. If you have not done so yet, you should take every statement dealing with TN3270 beginning with Telnetparms and ending with Endvtam and place them in a separate profile member. Then study the instructions for creating the TN3270 started task. This can be done at your current level.
Otherwise, just pull all those statements from the TCPIP startup configuration profile.
