Why don't you just delete unneeded DSNs and then retry the EXTVTOC or better yet use NEWVTOC. Extvtoc only works if the area next to the existing VTOC is free. Newvtoc will re-locate the Vtoc. Example follows: REFORMAT UNIT(0E9F) NVTOC(ANY,90) VERIFY(HSM140)
You might want to re-define your Index as well.
