We have noticed this behavior on our 1.12 systems too.   My cloning process 
copies the base file systems that match the maintenance zones, that we NEVER 
IPL from directly.   As long as the /Service file systems are unmounted cleanly 
before my cloning process everything works fine.

We noticed this behavior when we IPL our D/R system from replicated disk, where 
there was no quiesing of file systems beforehand.

This is interesting. Normally, when we copy a sysres, we mount all the new file 
systems on an alternate mount point, so we can run compares and insure the new 
copies are good. That way, the IPL is not the first time a new file system is 
mounted.

We tried an experiment:   set up a job just to mount and unmount all the
new file systems we set up for the D1 1.13 system; most had not been mounted 
since they were created. The first time  tried it, it took nearly
34 minutes to mount and unmount something like 35 file systems.  ran it a 
second time, and it took 4 minutes. Maybe you could suggest such a job to 
'break in" newly copied file systems prior to their first IPL.
