I just checked: *it is still available* in HMC 2.11.1 (z196 GA2), so it is not yet abandoned. Or maybe there is higher level of HMC without the feature?
BTW (theoretical): The modem itself can be still available while call home feature via modem can be abandoned. The modem can be used for other purposes, like time reference. Another example can be optical drive (DVD-RAM). It's still in the HMC hardware, but it cannot be used for backup process.
