Knew I had missed something. No I hadn't put those in ... I have now. I still 
don't see any messages. I also did a RACF CONNECT to allow the RACF id which 
runs the SSH daemon to have access to the CSFSERV profiles. I also changed the 
LogLevel to DEBUG3 and saw:

debug1: cipher_init: aes128-cbc from source ICSF

which looks like a good verification to me. Thanks much to all (I read the 
subsequent replies too) for the help!
