But might this be because the ISPF developers recognized that '&' symbolics would be elaborated by CLIST but not by Rexx and made a misguided attempt to make the Rexx behavior superficially more CLIST-like by processing Rexx command strings in a front-end? Did they break an API to offset their misunderstanding of Rexx?
