To reduce current storage shortages, you need to analyze the data returned by 
IBM's DCOLLECT utility to work out which datasets are over allocated, 
unreferenced or wasting the most space. 

There are commercial products that can perform this function for you (including 
MXI with its "Storage Management" plugin) - and I imagine that there could also 
be DCOLLECT post-processing REXX execs in the public domain (check 
www.cbttape.org).

Long term strategy for reducing storage usage will probably involve changes to 
the HSM policy and the SMS ACS routines and regular examination of the DCOLLECT 
records will help ensure your DASD farm is being effectively used.
