All, the various solutions given are the reason I suggested the OP contact CA 
Support. Since we have various solutions, and also the most important question, 
WHY?, I will try to explain some parts of TLMS Retention processing. 

1.  VOLUME level KEEPDATE/EXPDT values (UPV) are not used by TLMS retention 
processing, and only reflect the maximum KEEPDATE (determined at data set close 
by TLMS) or EXPDT (determined by EXPDT=\RETPD= in JCL. These fields are not 
updated by changes to data set KEEPDATE/ EXPDT updates by either TLMSTRS or 
manual/online updates. However, the fields may be tested in User Exits and 
reported upon using CA EARL.
 
2.  Data set level EXPDT is only used by the retention system if there is no 
Retention Master File entry that matches the data set name of the CDS 
(Controlling Data Set).

3.  Data set KEEPDATE will be used if the retention type assigned to the 
controlling data set uses the KEEPDATE (Types 2,3,B,C).

3. The only certain solution is to use the UPV vvvvvv,SCHED= command. It will 
never be changed by the Tape Retention System.
