Any of these limits:

1. 32760 bytes of SYSIN (as input to internal reader) depending on record 
format (FB, F, VB, etc) [1] 
2. Your SYSIN dataset size.
3. Quantity of JOB statements, but see nr 1 above.
3. /*EOF
4. Your submitter (Batch, TSO, STC, NJE, FTP, etc) crash in one or other way... 
;-)
5. I'm not sure, but HONORLIM can play a role too. [2]

Any of the JES2 control statements may or may not drop the submitted jobs like 
that PURGE statement. So the eventual limit can rise or drop.

Anyway, if I got it correct, nr 1 is the ultimate limit.
