IEHINITT generates standard labels. The usual method of converting from SL to NL is to place a tape mark at the beginning of the tape, frequently with IEBGENER specifying DD DUMMY for SYSUT1 and LABEL=(1,NL) for SYSUT2.
Whether this will work may depend on the settings in your tape management system.
