I tried all I think, the intention would be to take from STEPLIB, but
EXITOFF EXITON has no effect, it takes from the LNKLST

Not mysterious. It is WAD.
Did you do ALL these steps?:
SETSYS EXITOFF, do above link-edit step (and as AC(1)), F LLA,REFRESH and then
SETSYS EXITON
Did you also considered the other special considerations for these exits?
Otherwise, please show IBM-MAIN your link-edit attempts and any DFHSM
message(s).
