Unfortunately, the Extended Addressabilty Guide, at least as of z/OS 1.13, is a little behind the times.

In topic "4.1 What is the 64-bit address space?", it states "There is no area above the bar that is common to all address spaces...", and it makes no mention of IARST64 or IARCP64.

z/OS V1R13.0 MVS Authorized Assembler Services Reference EDT-IXG documents IARCP64, IARST64 and IARV64, including the options for obtaining 64-bit common storage.
