Well, I guess you mean, z990 was the first machine working in LPAR mode only. Before that a CPC could run in BASIC mode, which meant no LPARs, just single operating system, like regular PC.
Did I understand it correctly?

Of course before that LPAR mode was really common and fully supported by OS/390. In fact I have never tried to use BASIC mode. Or ESA/370 mode available on old 9672's.
My first "toy" was RA4, which was G3. 4GB memory, 37 MIPS, 3 or 4 LPARs...

I am not talking simple things like OSA configure or IOCP to support
new hardware, but real changes that just made the base operating
system fail.
I'm not IBMer, however I remember z990 introduction. Among many changes and 
enhancements the most important was XMP or multiple channel set.
That introduced PCHID, CSS, etc. It is not matter of IODF only, it is matter of 
system working with the resources.
And there was another revolution, but only for ICSF-related things:
crypto hardware. z990 was first machine without CCF. It was first machine with 
CPACF for clear key functions and PCIXCC cards for secure key functions.
Note: the oldest supported MVS-like system on z990 was last OS/390 - that means 
OS/390 V2R10. Compatibility feature (FMID) was required to make it possible.
