Should of realized it was in the Environment section of the service in fact "Disabled/Enable for I/O or .."

The answer could be different for different services. There are likely some services not appropriate to be used from a DIE. The answer has no necessary relationship to "linkage=system", although clearly something that requires issuing an SVC (aside from ABEND) cannot be used from a DIE.
