Real answer: NO.
There are tools which help you to avoid failures. Many tools. HealthChecker, Predictive Failure Analysis, and others. There are also PEOPLE which can observe system. In this case the people need some monitoring tools. A lot of them are available: RMF, SMF, Omegamon, Mainview, TMON, etc. Which tool is applicable? It depends. However the result is more or less the same: proper planning (and management) prevents poor performance.

Side note: Many failures can be avoided by assuring rich set of resources. Poorly optimized system can work OK on oversized hardware. Poorly managed DASD space is not big problem if the disk space is huge. Etc.
