It was a decision made above my level and somewhat political and before I 
started working at this site.

Can you share any information about "why"? They don't like to hear where 
they are not implementing best practices? 
HC is expected not to change anything; it informs. 

And obviously they can turn off individual checks as they choose (or, in 
many cases, configure them to check for what they want checked).
