In the past (when we were allowed to install our own software on our work machines!) I used "MoveIt Freely" (https://www.ipswitch.com/resources/free-tools/moveit-freely) as a nice command line FTPS interface.
Windows 10 comes pre-install with curl, and I'm fond of it as well.
