Perhaps it's worth remembering that even a zPDT only emulates an LPAR.
There is no emulation of the whole z machine.

I've heard of people running a virtualized HMC.  I see no reason why an SE 
couldn't be virtualized as long as it has the expected communications path to 
the CEC.

Obviously it's a very unsupported configuration.  The context I've heard it in 
is individuals that have purchased a retired CEC and need an HMC / SE for it.  
It works for them.
