(or whatever command you have set it up as) Here is link from the manual: https://www.ibm.com/docs/en/zos/2.2.0?topic=daemon-starting-stopping-syslogd when started at IPL it runs under the ID that OMVS runs. A manual restart needs to happen from a UID(0) ID.
