Ensure that CSA and ECSA are large enough that SETPROG LPA,ADD and SETPROG LPA,DELETE don't have fragmentation issues.

But the PROGxx and SETPROG seem woefully under-powered for such a thing. This is more pointed when systems have infrequent IPLs.
