I knew it was one of those variable pricing schemes, couldn't remember which one. :-)
The other half of the question is whether there is another government agency that uses a mainframe that has their peak at a different time of the year, where they could combine the workloads onto a single larger frame and use the excess cycles for each agency/department's busy time? I'm sure they've looked at different scenarios - or at least I would hope so.
