The lunar calendar is used by all Jews, not just Jews in Israel. That is why Passover, Chanukah, Rosh HaShanah etc. don't always start on the same solar date.

So it accounts for thee switch from Julian to Gregorian in Catholic countries
in 1582
and in Protestant countries in 1752?
