It's free, other than your time/resources so you can install and try it out quickly and without dealing with contract negotiations, purchase orders, etc. Depending on your needs it may be adequate - while not efficient as it is mostly rexx (you can compile it if you have the rexx compiler) it does work well and has for a couple of decades during which it has continued to be enhanced.
