apply or upgrade, I have a daily job that offloads my operlog that has
email notification so I know JES2EDS is working.

that's correct, JES2EDS will start once it sees email to process, the $SEDS
works only to reset JES2EDS if you've had issues.

Check for fixes to JES2EDS. There is at least one fix recently. You
can start it manually using $S EDS (from my memory, which may have
parity errors!). If you see HASP1522/HASP153 errors, it may mean you need the
PTF. Don’t remember the PTF right now.
