I'm getting off topic, but... Thanks for that. To me, it seems more
often than not that operations folks think Z EOD stops the system. In
fact, they also think the system is doing nothing when they see an empty
D A,L response. Sometimes at that point I'll show them D A,ALL and give
them a surprise.

The real system stop can be achieved in two ways:
1. VARY XCF,sysname,OFFLINE It will result with WTOR and then wait state.
2. HMC Reset feature. Reset Normal or Reset Clear. I'ts like reset
button on some PC boxes.
However in my case I did RESET NORMAL. After that SCRT considered the
LPAR as active and demanded SMF data.
BTW: formal/legal point of view. Licensed z/OS user may IPL the system
or shut it down. User may have i.e. z/OS running of 3 LPARs and have
fourth LPAR not operating. According to the rules user collects all the
SMF records 70 & 89. However I don't remember obligation to promptly
deactivate not operating LPARs. In other words it is perfectly legal
(although not necessarily wise) to keep LPARs active despite the OS is
up, shut down or even never IPLed since POR. So - why on earth user has
to provide explanations for such situation?
