It's my understanding that they are tensor cores, which are a type of vector processor optimized for matrix multiplication that can increase throughput per cycle. IBM have published the C API spec on Github [1]. I suspect they will create a Python tensorflow extension for ML/AI exploitation.

There is a lot of AI related stuff in the announcement, including a new
SMF explorder that leverages Jupyter Notebooks. The z16 Telum chip has
integrated AI on die and a C library was published. Does anybody know if
