I pointing to the first that would be IKJEFT01

Most of the time.  But not on _my_ typical TSO sessions.  And since I'm using an IBM program for this, other sites would also be using it.  If I remember when I'm working I'll go check where T01 is in the TCBs/RBs on my TSO sessions.

I can interrogate the FLAG bytes RBSTAB at +A to make sure it’s a PRB and
then look at RBCDE to make sure it points to IKJEFT01

What about a batch job using one of the various alternate entry points for IKJEFT01?

One more idea you said TSO does SVC screening which is why my LOAD abended

I would be astounded to find out that TSO does SVC screening.

However, if you're running under [bleah] TSO TEST / TESTAUTH, I'm pretty sure that TEST[AUTH] somehow has its hooks into LINK and LOAD, and probably deep enough into LOAD that it also gets ATTACH[X] and every other program-fetch-related function.

This code would probably stop my LOAD from abending

Anytime you ask for help with an abend you need to say what the abend code is, other it's just "my program didn't work" to which my standard answer is either "so?" or "my condolences".
